It looks like you are using the LASR Classic Advanced Camera (All Orange camera). From the image you posted, it seems to comport with what you may typically see on that camera due to the fact that it is infrared and the type of camera it is. You may be able to make micro adjustments to the lens focus to clear it up a little bit. Even the smallest turn can change the clarity or take it more out of focus so if you are making large adjustments, you could unintentionally "overcorrect" the focus and pass the best focal point. You can also try changing the resolution to "Higher Quality" which may also clear up the image. If you are using a recoil simulated device and utilizing the "High Framerate" resolution for the camera, you may see the graininess due to the fact that this camera in particular will sacrifice image quality in order to run at a faster framerate in order to accurately detect when the laser first makes contact with the target.

If you are using red, not IR lasers, I suspect putting a camera IR filter over the Advanced Camera's lens will improve the image. Because of the frequency difference of different colors, different colors focus at different distances behind the focusing lens. This can cause the image to look hazy if light outside the range of the human eye reaches the camera's imager. That is why digital cameras usually have IR filters over the imager to reduce the haze it can cause in the final image.
